HR / IR Officer
Eastern Cape Region
Reporting to the Regional Manager, Regional Executive & Head of Group Legal Counsel.
The above position is vacant at Regional Office based in Port Elizabeth and servicing the whole of Eastern Cape.
HR – The overall purpose of this position is to oversee the entire HR function within the region and the respective Branch Managers will have direct line reposting responsibilities to this function.
IR – The overall purpose of this position is to manage the Industrial Relations in EC. It includes the handling of Disciplinary Hearings, Grievances, CCMA / Labour Court matters and ensure that proper procedure is followed within.
This position will also report directly to the Regional Manager and Regional Executive & Head of Group Legal Counsel of Eastern Cape. You will also be required to work closely with Branch Managers.
Minimum Requirements:
Clear criminal record;PSIRA accredited with Grade B;Preferably Knowledge of the Security Industry & Sectoral Determination At least 5 years’ experience working as Regional HR Manager
At least 8 years’ experience within Human Resources
LLB Degree / admitted attorney (advantageous).
BCom Honors Degree / diploma in Human Resource Management, Industrial Psychology or Labour Relations.
Valid driver’s license and must have own transport
Reside in the Port Elizabeth or willing to re-locate
Be prepared to travel, this will not be a single office-based positionRelevant tertiary qualification and 5 years IR / ER management role /experience in CCMA / Labour Court is required
Conducting of CCMA / Bargaining Council Arbitrations with a successful track record
Must be conversant with LRA, BCEA Skills, Occupational Health & Safety
Exposure to Trade Union & Bargaining Councils
Handling of union issues and wage negotiations at various levelsMust be multilingual, Advanced computer literacy in the Microsoft Office package — MS Word, MS Excel, E-mail
Key Performance Areas: (not totally inclusive):
HR Operations 20%
Manage and improve onboarding and off-boarding process.
Recruitment and selection compliance
HR Manage software and personnel E file maintenance
Engagement with operations to ensure suitable replacement and profiled staff are provided. Employment Equity compliance and targets are set for region.
Training and development initiatives that includes: learner ships / Butterfly Incubator / Ops management development / succession planning at lower and middle managerial levels.
Drive Health & Safety compliance / COIDA compliance and submissions.
SHEQ compliance and monitoringPeriodical screening testing and maintenance
Performance management compliance and KPI reviews.
Job grading, job profiles and compliance within the region. Ensure that job descriptions are update and relevant.
Develop, implement, and manage internal training strategy and plan / Refresher training compliance and co-ordination of all training activities (Firearms / Fire / First Aid / NKP) within the Region.
Maintain and develop HR policies and procedures.
Identify and mitigate risks related to HR.
Implement and manage reward and recognition strategy
Ensure that leave is managed effectively
Oversee annual WSP/ATR and EE reporting
Ensure effective recruitment and selection process is in place.
Conduct interviews for selected positions.
Draft and negotiate offers with prospective candidates
Industrial Relations 80%
Handling CCMA matters including representation at the CCMA / Labour Court
Management of internal Industrial Relations processes
Provide Industrial Relations support and advice to line managers
Present Industrial Relations training to line managers / supervisors as and when required
Provide and maintain information / statistics / trends and reports to Senior Management regarding, Disciplinary Hearings, Dismissals, CCMA / Labour Court cases.
Ensure compliance with the department of labour and other related requirements.
Ensure all disciplinary matters and processes are effective.
Assist and guide managers with disciplinary matters and poor performance counselling.
Liaise with external labour consultants regarding relevant labour matters.
